Pedestrian crossing signal light control and installation standards

1. Definitions of pedestrian crossing signal lights that are relevant

a. Traffic Island: Different island-shaped structures built on the road to give pedestrians a place to stop and cross the street.

b. Crosswalk Signal Indication: Pedestrian crossing signal lights display two colors: red and green. Red is a continuous red display. Green can be a continuous green display or a flashing green display.

c. Crosswalk Signal Flashing Green: The display method indicating that the green light is about to end.

d. Two-Step Crossing: A method where pedestrians need to wait one or more times on the safety island in the middle of the road to cross the street.

2. Conditions for Installing Pedestrian Crossing Signal Lights

In road sections where pedestrian crossing lines have been marked, pedestrian crossing signal lights should be installed when one of the following conditions is met:

a)When the peak hour traffic flow of motor vehicles and pedestrians in the road section exceeds the values specified in Table 1, pedestrian crossing signal lights and corresponding motor vehicle signal lights should be installed.

b)When the average hourly traffic flow of motor vehicles and pedestrians on any consecutive 8-hour period exceeds the prescribed value, pedestrian crossing signals and corresponding motor vehicle signals shall be installed.

c) When a road section meets one of the following conditions regarding traffic accidents, pedestrian crossing signals and corresponding motor vehicle signals shall be installed: A road section where an average of five or more traffic accidents have occurred per year over the past three years, and the accidents could have been avoided by installing traffic signals based on the analysis of the accident causes; A road section where an average of one or more fatal traffic accidents have occurred per year over the past three years.

3. Pedestrian Crossing Signal Lights (Secondary Crossing) Installation

Pedestrian crossing signals (secondary crossing) should be installed at intersections and road sections meeting one of the following conditions:

a) At intersections and road sections with a central median (including underpasses), if the median width is greater than 1.5m, pedestrian crossing signals should be added to the median (see Figure A.3);

b) If the pedestrian crossing length is 16m or greater, pedestrian crossing signals should be added to the center of the road; for pedestrian crossings less than 16m long, additional signals may be installed as appropriate.

4. Pedestrian Crossing Signal Lights in Special Road Sections

Pedestrian crossings in front of schools, kindergartens, hospitals, and nursing homes should be equipped with pedestrian crossing signals and corresponding vehicular traffic lights.

5. Auditory Signal Device Installation

Audible signal devices may be installed at pedestrian crossing signals, depending on conditions.

When installing auditory signal devices, electronically synthesized intermittent sound types are preferred. The frequency of audible signal devices should be set to 70-80 times/min for red lights and 700-800 times/min for continuous green lights. Flashing green lights emit an audible sound during the green light’s on phase, at the same frequency as the continuous green light phase, and do not emit an audible sound during the green light’s off phase.

A single traffic light pole should not have audible signal devices indicating two directions.

6. Installation of Flashing Warning Signal Lights

At intersections or sections of urban arterial roads where pedestrian crossing markings have been painted but the conditions for installing vehicular and pedestrian crossing signal lights are not met, flashing warning signal lights and other warning signs should be installed.
